  • In the course of a meeting between the Secretary-General and former Prime Minister Selim al-Hoss on 16 January 2008, the latter proposed a way out of the current crisis, requiring the formation of a scaled-down government of national salvation of 10 or 16 ministers headed by a neutral figure acceptable to both sides, in which neither side has a casting or blocking vote. Former Prime Minister al-Hoss also proposed that talks be held between the majority and opposition factions on the formation of a government consisting of a prime minister and neutral figures, or a government of technocrats, to manage the affairs of the country until agreement could be reached by the two factions on their political and constitutional differences. The Secretary-General extended gratitude to former Prime Minister al-Hoss for his proposals. However, he affirmed that discussion now was limited to implementation of the Arab initiative, which clearly stipulated the formation of a government of national unity in accordance with observed constitutional principles.
    وأثناء لقاء الأمين العام مع الرئيس سليم الحص يوم 16/1/2008، اقترح الرئيس الحص مخرجا للأزمة الراهنة يقضي بأن يتم تشكيل حكومة إنقاذ وطني مصغرة من 10 أو 16 وزيرا وتكون برئاسة شخصية محايدة مقبولة من الطرفين، ولا يكون فيها الصوت المرجح أو المعطل لأي من الفريقين، وكذلك اقترح الرئيس الحص أن يتم التباحث بين فريقي الأكثرية والمعارضة على تشكيل حكومة مكونة من رئيس وشخصيات محايدة أو حكومة تكنوقراط لإدارة شؤون البلاد ريثما يتم تحقيق التوافق بين فريقي المعارضة والأكثرية على الخلافات السياسية والدستورية القائمة بينهما، قدَّم الأمين العام الشكر إلى الرئيس الحص على اقتراحاته، إلا أنه أكد أن البحث الآن يقتصر على تنفيذ المبادرة العربية، التي نصت بوضوح على تشكيل حكومة وحدة وطنية يجري تشكيلها وفقا للأصول الدستورية المتبعة.
